Bali Property Market 2026: What Prices and Occupancy Data Can and Cannot Prove

Bali market data comes from sources that measure different things. This guide shows how to test tourism statistics, occupancy claims, comparable prices, transaction records, and project performance before buying.

A buyer deciding between Bali properties needs to answer two separate questions: what is the asset worth today, and what operating result can it reasonably produce? The available numbers rarely answer both. Hotel statistics describe hotels. Asking prices describe seller intent. A project’s operating history describes that project during a stated period. Mixing these categories can make a weak case look precise.

For a 2026 purchase, the useful approach is to identify what each number measures, match comparable assets, and build a range rather than adopt one headline figure.

Start by naming the claim

An official tourism release may show visitor activity or a province-wide hospitality trend. BPS-Statistics Indonesia Bali Province publishes tourism statistical tables and monthly releases. These are official statistics, but tourism volume does not by itself establish villa demand, room rates, property prices, or investor returns.

Occupancy needs even tighter labeling. BPS publishes room occupancy rates for classified hotels in Bali. That series is useful for understanding the formal hotel market at province level. It is not a measure of villa occupancy, Jimbaran occupancy, or the likely performance of a development that has not opened.

Price evidence has similar boundaries. A developer price is an offer under project-specific terms. A listing price is an owner’s public asking figure. A completed transaction records an agreement between a buyer and seller. None should be silently substituted for another.

Use a data-quality hierarchy

The best source depends on the question. A broad official series may be reliable but poorly matched to a particular villa. A project operating report may be closely matched but require independent checking.

Operator-reported performanceHistorical results for identified operating units and periodsIndependent market-wide performance or guaranteed future occupancySource records, date range, unit count, denominator, cancellations, owner stays, rates, and expenses

Treat source quality and comparability as separate scores. Official does not automatically mean relevant, while relevant does not automatically mean independently verified.

Compare occupancy like with like

An occupancy percentage is unusable until its denominator and period are known. Ask whether the operator divides booked nights by all calendar nights, only nights released for sale, or available nights after maintenance and owner use. Also ask whether cancelled bookings are removed and whether complimentary stays count as occupied.

Then align the comparison:

  1. Use the same property type, such as private pool villas versus similar private pool villas.
  2. Match the location as closely as the evidence allows. Bali-wide data should remain labeled Bali-wide.
  3. Match the period. A peak month should not be compared with a full-year average.
  4. Match unit status. Stabilized operating properties are different from newly opened units.
  5. Separate occupancy from price. High occupancy at a low nightly rate can produce less revenue than lower occupancy at a stronger rate.
  6. Move from gross revenue to owner outcome only after accounting for the costs that actually apply.

A trailing 12-month view can reduce seasonal distortion, but it still remains historical. For scenario testing, the Bali villa ROI calculator can help keep occupancy, nightly rate, and costs as separate inputs rather than compressing them into one return claim.

Compare property prices like with like

Price per unit is only meaningful when the underlying package is aligned. Record the location, land and building scope, bedroom count, condition, furnishing, delivery status, contractual rights, remaining term where relevant, management obligations, and included services. A lower headline price may exclude items included elsewhere.

For developer offers, use the dated price sheet and the contract package, not a screenshot or an old advertisement. Mark any discount separately from the base price and note the condition attached to it, such as payment timing or unit selection. These are project-specific terms, not market statistics.

For resale evidence, prioritize completed and well-documented transactions that closely resemble the target asset. One genuine transaction is still one observation. Several consistent transactions are more informative, especially when dates and inclusions are comparable. Listings can help reveal seller expectations, but unsold listings may be stale or aspirational.

Ownership costs also affect comparability. Build a separate cost schedule rather than assuming two similarly priced villas have the same owner economics. The cost of owning a Bali villa provides a useful structure for that review without turning the estimate into a promise.

Build a buyer’s evidence worksheet

For every material number, enter these fields before placing it in a financial model:

  • Claim: Exactly what is being stated?
  • Source class: Official statistic, listing, transaction document, developer term, or operator report?
  • Asset and geography: Bali, a submarket, a project, or one unit?
  • Measurement period: Which month, year, or operating window?
  • Definition: What is included in price, occupancy, revenue, and cost?
  • Verification: Can the underlying record be inspected or reconciled?
  • Comparable adjustment: What differs from the property being considered?
  • Model use: Base case, downside case, supporting context, or excluded?

This worksheet prevents a common mistake: using a broad market indicator as though it were direct evidence for a particular unit. It also makes location comparisons more disciplined. If considering nearby but distinct demand areas, compare access, guest profile, supply, and operating evidence separately rather than relying on a Bali-wide label. The Jimbaran, Uluwatu, and Canggu comparison is one framework for organizing those differences.

Treat Pronoia’s operating history as project evidence

Pronoia reports 75-90% occupancy for operating Phase 1 on its villa ownership page. This is operator-reported project performance. It should be described with that label and checked against its reporting period, units, occupancy definition, room rates, and operating records.

It is relevant to understanding Phase 1 operations. It is not an official Bali statistic, an independent measure of Jimbaran villas, or a guaranteed forecast for a future unit. Buyers reviewing current project-specific ownership terms should keep the historical operating claim separate from contractual specifications, pricing, and forward financial assumptions.

Make the decision from bounded cases

Run at least a downside and base case using the same unit, period, occupancy definition, nightly-rate basis, and cost categories. Keep unsupported upside outside the purchase case. Before approving the model, ask one final question of every input: if this number were removed, would the purchase still make sense? If not, obtain source records, narrow the claim, or reduce the assumption before deciding.
